ANALISA PENERAPAN MANAJEMEN WAKTU PADA PROYEK EMPLOYEE DEVELOPMENT CENTER (EDC) PT. KOMATSU REMANUFACTURING ASIA DI BALIKPAPAN

Time management is needed to improve the efficiency and effectiveness of project management to achieve maximum results and finish on time. Failure to implement time management often causes delays in the completion of construction projects. Each contractors experiences different obstacles in implementing time management. Therefore, it is necessary to investigate what factors are the constraints in the application of time management at PT. Adiprana Sentosa Indovesco which is currently working on the Employee Development Center (EDC) construction project of PT. KRA. The method used to analyze constraints in the application of time management in this research is a descriptive method of analysis using questionnaire to identify constraints in the application of time management. Then the results of the questionnaire were analyzed by using Relative Importance Index (RII) to determine the level of the factors that were constraints based on the respondent’ perception. The questionnaire was distributed to 15 employees of PT. Adiprana Sentosa Indovesco in the Employee Development Center (EDC) construction project. Based on the results of the RII analysis of 44 variables, the ranking at the top 10 constraints in the implementation of time management are: Funding of project activites that are not well planned (funding difficulties in contractors) with RII value of 84%, mobility of resources (materials, tools, labor) slow with RII value of 82.7%, delay in the provision of tools/materials provided by the owner with RII value of 82.7%, a construction method of work implementation that is wrong or not right with RII value of 82.7%, planning (drawing/specification) which is wrong/incomplete with RII value of 82.7%, unavailability of sufficiently certain/proper materials as needed with RII value of 82.7%, changes in design/detail of work at the time of implementation with RII value of 82.7%, the contractor is not paid properly or according to his rights (payment difficulties by the owner) with RII value of 81.3%, the work order plan is not well structured/integrated with RII value of 80%, failure of the owner to coordinate the work of many contractors/subcontractors with RII value of 80%. Diperlukan manajemen waktu untuk meningkatkan efisiensi dan efektivitas pengelolaan proyek untuk mencapai hasil yang maksimal dan selesai tepat pada waktunya. Kegagalan dalam penerapan manajemen waktu sering menyebabkan keterlambatan atau delay pada penyelesaian proyek konstruksi. Setiap perusahaan kontraktor mengalami kendala yang berbeda dalam menerapkan manajemen waktu tersebut. Oleh karena itu perlu diteli faktor-faktor apa yang menjadi kendala dalam penerapan manajemen waktu pada perusahaan PT. Adiprana Sentosa Indovesco yang sedang mengerjakan proyek pembangunan Employee Development Center (EDC) PT. KRA Metode yang digunakan untuk menganalisis kendala penerapan manajemen waktu dalam penelitian ini adalah metode deskriptif analisis dengan menggunakan kuesioner untuk mengidentifikasi kendala-kendala dalam penerapan manajemen waktu. Kemudian hasil kuesioner dianalisis dengan Relative Importance Index (RII) untuk untuk menentukan tingkat dari faktor-faktor yang menjadi kendala berdasarkan persepsi responden. Kuesioner disebarkan kepada 15 orang pegawai PT. Adiprana Sentosa Indovesco pada proyek pembangunan Employee Development Center. Berdasarkan hasil analisis RII dari 44 variabel didapatkan rangking 10 besar kendala penerapan manajemen waktu yaitu: Pendanaan kegiatan proyek yang tidak terencana dengan baik (kesulitan pendanaan di kontraktor) dengan nilai RII sebesar 84%, mobilitas sumber daya (bahan, alat, tenaga kerja) yang lambat dengan nilai RII sebesar 82,7%, kelambatan penyediaan alat/bahan yang disediakan pemilik dengan nilai RII sebesar 82,7%, metode konstruksi pelaksanaan kerja yang salah atau tidak tepat dengan nilai RII sebesar 82,7%, perencanaan (gambar/spesifikasi) yang salah/tidak lengkap dengan nilai RII sebesar 82,7%, tidak tersedianya bahan secara cukup pasti/layak sesuai kebutuhan dengan nilai RII sebesar 82,7%, perubahan desain/detail pekerjaan pada waktu pelaksanaan dengan nilai RII sebesar 82,7%, tidak terbayarnya kontraktor secara layak atau sesuai haknya (kesulitan pembayaran oleh pemilik) dengan nilai RII sebesar 81,3%, rencana urutan kerja yang tidak tersusun dengan baik/terpadu dengan nilai RII sebesar 80%, kegagalan pemilik mengkoordinasi pekerjaan dari banyak kontraktor/subkontraktor dengan nilai RII sebesar 80%.
