APLIKASI SISTEM CLIENT – SERVER PENGELOLA DATA SALDO PRABAYAR DISTRIBUSI AIR BERSIH DI PDAM BALIKPAPAN

The need for clean water is very important for the human life, especially to needs of drinking water. PDAM is one of the companies that process clean water to be distributed to the public. To control the use of water by the company, the PDAM is still using a manual tool in the recording of consumer water usage which will be used as proof of monthly usage bill. It still has disadvantages that could harm society as consumers and also PDAMs as service providers. To overcome these shortcomings required payment system in the form of prepaid balance replacing postpaid system that is used now. This system uses a Modem GSM – Huawei E173 that serves the recipient and sender of data in the form of SMS to the meter tool on the costumer and the agency. Data received by the server will be processed by the software and included in the database and displayed on the software in the form of table Monitor and Table Rekap data. The software was created using Visual Basic 2010. Application software created based on client server and data transmission method using SMS Gateway system. Used database was from Mocrosoft SQL Server. GSM Modem – E173 has a feature to send and receive SMS, to access it by using commands sent via the USB port connected to the GSM Modem. To access SMS on GSM memory first the command AT + CMGF = 1 means the command for Modem then text mode, then AT + CPMS = SM which means the command to read SMS from the SIM card. To read SMS using CMGR AT + = 0 its means command to reading a message on the SIM card memory at index 0. To send a message using AT + CMGS = 083112342345+message content sends a command sending a message with the destination number and the next is message content. To delete a message using AT + CMGD = 1,4 means to delete all messages in the memory. Kebutuhan akan air bersih sangatlah penting untuk kelangsunngan hidup manusia, terutama untuk memenuhi kebutuhan air minum. PDAM adalah salah satu perusahaan yang mengolah air bersih untuk disalurkan kepada masyarakat. Untuk mengontrol penggunnaan air oleh masyarakat, pihak PDAM masih menggunakan alat manual dalam pencatatan pemakaian air konsumen yang nantinya akan dijadikan sebagai bukti tagihan pemakaian bulanan. Hal ini masih memiliki kekurangan yang dapat merugikan masyarakat sebagai konsumen dan juga PDAM sebagai penyedia layanan. Untuk mengatasi kekurangan tersebut dibutuhkan sistem pembayaran berupa saldo prabayar menggantikan system pasca bayar yang digunakan sekarang. Pada tugas akhir ini, penulis melakukan perancangan sistem aplikasi berbasis client-server untuk memonitor data penggunaan air bersih. Sistem ini menggunakan Modem GSM – Huawei E173 yang berfungsi penerima dan pengirim data berupa SMS ke alat meteran pada konsumen dan agen pedagang saldo. Data yang diterima oleh server akan diolah oleh software dan dimasukkan dalam database dan ditampilkan pada software dalam bentuk table Monitor dan Tabel Rekap data. Sofotware dibuat menggunakan Visual Basic 2010. Software aplikasi yang dibuat berbasis client Server dan metode pengiriman data menggunakan sistem SMS Gateway. Database yang digunakan adalah dari Microsoft SQL Server. Modem GSM – E173 memiliki fitur untuk mengirim dan menerima SMS, untuk mengakses fitur tersebut menggunakan perintah AT Command yang dikirim secara serial melalui port USB yang terhubung dengan Modem GSM tersebut. Untuk mengakses SMS pada memori GSM terlebih dahulu mengirimkan perintah AT+CMGF=1 yang berarti perintah untuk Modem memasuki mode teks, selanjutnya AT+CPMS=SM yang berarti perintah untuk membaca SMS dari kartu SIM.untuk membaca SMS menggunakan AT+CMGR=0 artinya perintah untuk membaca pesan di memori kartu SIM pada indeks 0. Untuk mengirim pesan menggunakan AT+CMGS=083112342345+isi pesan artinya mengirim perintah mengirim pesan beserta nomor tujuan dan selanjutnya isi pesan. Untuk menghapus pesan menggunakan AT+CMGD=1,4 artinya menghapus seluruh pesan yang ada di memori.Keyword : MODEM GSM, Huawei E173, Client-Server, SMS Gateway, Visual Basic 2010
